A simple answer for your question is that there is a C compiler for both Genesis (check out Stef's Dev Kit for a quick start) and Saturn. The saturn definately does 3D, but isn't as easy as the Dreamcast. You can certainly apply some simple 3D concepts to the genesis and 32X, but will have a lot mor...

I'm fairly sure GCC supports the asm keyword. Another alternative is to put your assembly code into a .asm or .s file and compile and link it, and then in your C code just extern in your variables and / or functions. Some of the other guys, especially Stef might have a better and for sure suggestion...
